Cost Engineer – Hoofddorp

Introduction

Our Project Controls Department provides cost engineering, planning and secretarial services for projects. The proactive and accurate cost control, change- and risk management, cost trending and forecasting of multi-disciplinary projects, over all its phases, is a pivotal and paramount instrument to control projects and to make these a success. The role of the Cost Engineer in this process is key.

Inherently the Cost Engineer for projects participates and interacts with all disciplines and phases of a Project – from ‘A’ to ‘Z’. Including multi-disciplinary engineering, procurement, transportation, subcontracting for fabrication, erection, mechanical completion and commissioning – both onshore and offshore. This requires the Cost Engineer to have a broad business interest, be inquisitive by nature and keep developing general knowledge on the products and processes involved.

Organization

Bluewater is a leading provider of innovative Single Point Mooring systems (SPM) and operator of Floating Production Storage and Offloading units (FPSO). Since its foundation in 1978, Bluewater has built a technological lead specialising in design, development, lease and operation of tanker-based production and storage systems, and has become a leading provider of innovative Single Point Mooring systems.

Bluewater currently owns and operates a number of Floating Production Storage and Offloading Systems (FPSOs): the Glas Dowr, the Aoka Mizu, the Bleo Holm, the Hæwene Brim and Munin.

Function

In this position, you will be responsible for preparation and delivery of cost engineering according to the project requirements. You will develop the project controls policy, procedures and structures, and you will liaise with project management on the execution strategies.
Furthermore, you will:
– facilitate development and implementation of project work breakdown structures;
– set up and maintain project cost reports and project change management;
– analyse actual cost data to determine trends versus baseline;
– recast proposals estimate into project cost control baseline;
– ensure and actively apply the risk management process and monitor critical areas;
– forecast cost trends of projects to provide client/project management with information for decision making;
– perform cost studies;
– provide project controls close-out data for inclusion in project close-out report.
In this position, you will report to the Department Head Project Controls. You will be working from our office in Hoofddorp and you are willing to perform activities abroad (onshore, offshore, construction sites or with clients).

Requirements

We are looking for:
an independent communicator and constructive team player, with attention to detail and strong planning and organizational skills. You will offer pro-active assistance and initiate improvements.
Furthermore:
– you have a Bachelor degree in Technical Business Administration with 5 years of experience in a similar position in the oil and gas/offshore industry;
– you are well skilled in the use of the MS Office Suite, MS Excel and MS Access in particular. I.e. you have a high affinity with IT / Information and Data processing in and between spreadsheets and databases;
– you are a proficient user of ERP applications for Cost Engineering, such e.g. SAP / MS Business Central;
– you solve complex issues for which helicopter view and context thinking are necessary;
– you are fluent in English, both written and verbal;
– you are creative and committed to turn opportunities into results, and you solve bottlenecks and change approach if things are not working;
– you see way(s) forward and share insight insights with colleagues and stakeholders;
– you have professional work-ethics and sense of ownership.
